You don't need Google, or anything connected with Google, to register for HMRC. Someone is telling you a lot of nonsense. Nor do you need Google to download applications. In fact the less information Google has about you, the better.
My suggestion: totally delete all your Google accounts and then open a new one.

It was NHS sorry, I registered everything's ok but at some point they ask you to get your id verified and for that you have to take a picture downloading an app. if I can't because I'm based in another country, it's a problem. The issue is just because I registered as an enterprise, if I were an individual..no problem at all.
