As per Hans W's explanation, except signed off is a false friend of avskriva in this instance.

the agreement will be cancelled/terminated using the original agreement
"Skriva av" can mean to cancel something. I.e., the agreement will be terminated at an earlier date and the parties will strike the original date that is listed in the original contract and will then initialize the handwritten change instead of leaving the original agreement intact and drafting a supplemental agreement.
