A POA (Property Owners Association) might be sufficient, but to specify it is for the maintenance of the streets and pathways specifically, I suppose this could be added in paren.

actually, in re-reading this posting, it shouldn't be necessary to add "for maintenance of the streets and pathways" or "for maintenance of the common areas" as this should be understood within the term Property Owners Association.
But of course it could be added, if there was a specific reason to.

Roads Association
I've seen this before and I think I translated it as the Roads Association. Found a reference (see below) on google where it seemed to describe an association that was set up to make sure roads are looked after, maintained, etc.
