Googling uppfinningscertifikat, nothing comes up. I would say they are either talking about the patent itself or some other proof of invention. Employees generally do not get patents for inventions developed in the course of employment. However, employers often give them recognition and some form of remuneration. In light of this, the term may be an attempt to create a broader concept than patent.

inventor's certificate

Gullberg has "uppfinnarcertifikat", and defines it as "author's (inventor's) certificate, certificate of authorship". This also googles (see bilingual example below), but it's worth looking at a dictionary - things catch your eye. And "inventor's certificate" has over 50,000 hits.

It is recognized that certain countries that grant inventors' certificates also provide by law that their own nationals who are employed in state enterprises may only receive inventors' certificates and not patents on inventions made in connection with their employment. This will not impair their right to be granted priority in the United States based on the filing of the inventor's certificate.
