I am translating material on TV and TV advertising in Brazil and have come across Programa Locado, which I originally thought of as leased or rented programs, however the list of "programas locados" includes: locados incluem Religioso, Sorteio e Tele Vendas

Are such programs not contracted out so that the channel has no direct and little indirect responsibility for the program content, which the channel neither produces nor contracts out, but is the responsibility of third parties who "rent"/purchase air-time?

From the list of programs you give, it seems to me that the term might mean "sponsored programs", i.e. the party promoting the program buys the rights to the duration of the program, to promote its wares, services, beliefs, etc.
