Hello there! Bom dia! I really need help with this one. Am translating a Marriage Certificate. It's from São Paulo.

Context:
CERTIDAO DE CASAMENTO
(Livro B-174 Fls. 1479 – No. 51695)
1aVIA

Question: what does 1aVIA stand for? It seems obvious: "Primera Via", right? That would seemingly translate as "First Way", "First Road"? Those don't make sense to me though--is there some other "official" translation that makes more sense in English?
