This refers to maintainence of the Electric Traction return circuit:

controllo dell'integrità del circuito di ritorno TE, verificando con particolare attenzione lo stato delle connessioni sulle due **fughe di rotaia** e dei relativi attacchi

I found this explanation of "fuga di binario" in an Italian railway glossary, but it doesn't seem to make much sense here:

"E' ciò che si presenta a chi osserva un binario rettilineo, con le due rotaie che diventano sempre più vicine fino a toccarsi apparentemente in lontananza."
