This is an unconfined water bearing stratum, Umberto was trying to say. It means that there is no impermeable layer above it to "confine" it.

The "falda libera" part relates to whether it is in contact with the surface so to speak. If it rained enough it would fill to the surface

libero è sinonimo di freatico
Quando la superficie limite superiore della falda freatica non è limitata da coperture impermeabili ed è pertanto sottoposta in tutti i punti alla sola pressione atmosferica, la falda è detta libera o freatica.
