Raccolta e trasporto rifiuti speciali non pericolosi, prodotti da terzi- Quantità annua complessivamente trattata superiore o uguale a 3000 t e inferiore a 6000 t.

I've always translated 'rifiuti speciali' as 'hazardous waste' so I'm a bit confused as to how hazardous waste is not dangerous. Can anyone help me out?

Hazardous/non hazardous

This is just to help you understand why in this case we talk of non hazardous special wastes.
For example, a firm that works with textiles produces many types of wastes. Glues, old machineries, oils, chemicals, all of these are hazardous wastes because in a way or another they can influence the environment or compromise the health of the citizens.
On the other hand, clothing parts, textiles, or similars are still a special waste since they cannot be stocked and disposed in the "normal" bins. They need to be transformed and possibly find a new destination of use being recycled, or maybe burned to create energy.
In this case the waste is not hazardous but is still special.
