Does "valle" here mean "downstream" or something else??? Thanks!!

yes, it does mean downstream - "a valle" and "a monte" are common terms in manufacture and engineering.

You're right, I hadn't noticed - I think it's a typo and should say "le apparecchiature a valle", not "e valle". That's how I actually read it!
