(I admit that that is a monster of a URL. It was the first hit when I Googled "tipologia d'azione: persone", and it's a Word Document). Relevant extract as follows:

"Le tipologie d’azione e di attività programmabili fanno riferimento a quanto previsto dal POR Obiettivo 3 2000-2006 della Regione Emilia-Romagna e dal Complemento di Programmazione.
Le tipologie d’azione di seguito riportate sono state riclassificate sulla base sia delle indicazioni del Regolamento FSE 1260/99 in merito alla distinzione “azioni rivolte a persone, azioni rivolte a sistemi e misure di accompagnamento”, sia sulla base del sistema di codifica predisposto a livello nazionale per la rilevazione dei dati attraverso il sistema informativo Monit2000 con il supporto dell’Isfol."

From what I can gather from a quick skim read, 'Persone' would constitute a kind of syllabus strand.

Yes type of process sounds possible. I wouldn't go for lifelong learning though for a vocational certificate and think, as I said, that ongoing training is better. People doesn't sound great either. Without context I think I'd go for individual but its not clear what its a reference to.

Well, I actually don't have more than what I have already written, I'm afraid.. The title (of this part) is "Level of Qualification" but I don't have more than that, I have also thought that I could write:

Type of process: 14 - People, lifelong learning

I'm not very sure about "people" though.
