Definition of 'kasep' is 'terlalu'. However, this definition doesn't seem to fit in the following context, a sentence in an hikayat written in 1910 in Malay lingua franca:
"Anak Jokaryo, Joko kasep Simin, segera bangun menyusul anjingnya di jalanan desa dan dibawanya kembali ke gardu."

IMHO, it derives from a Sundanese word with its original meaning a Sundanese lad.
Nowadays, kasep is ganteng in Indonesian, handsome or good-looking in English.

IMHO, the word Joko kasep origins from a well known phrase in the language of Jawa. It means an unmarried man who is beyond the usual age of marriage. If divided into two words, Joko means a virgin man, which is in your case the word joko does not refer to any proper name; while kasep means too late.

: I agree with this suggestion, Cathy. The standard word is "kasip" instead of "kasep" and "j" in joko is not a capital letter.
