I do not see how once can expend works.
While expenditure is the correct translation for "Aufwand", I believe that that is not what is meant here.
There is a contract value, that excludes thiose items which are accounted for on the basis of performance. Probably these are hours spent in uinstallation, which have an hourly price an attached.

I have often encountered this in proposals for software solutions. It obviously means expenses incurred in terms of labor costs + actual material costs.
