4) These pricing ranges reflect currently available prices. Prices of some of these commodities are expected to decline over time as greater numbers of suppliers enter the market and improvements in production are achieved. Applicants should consider building reasonable decreases in unit costs into their out-year budgets for selected commodities, such as ARVs, that have typically declined at an annual rate of 3-5%.

Out year and in year Out year is next year and can be realized by this statement in the text "Applicants should consider building reasonable decreases in unit costs" (future tense) this is often called your budget forecast, or simply budget forecasting. Incoming year or at a meeting we use: Your "in year" budget showed bla bla bla... the budget for the year immediately preceding this meeting or AGM (annual General meeting)
