@Gabriela Por aquilo que eu vi são medidas que permitem a entrada de entidades dos países mais pobres em projetos já em curso, mas é claro que para isso é preciso que haja verba, por isso continuo com a mesma dúvida.

@Gabriela Tanto mais que aqui a ideia é diferente: A new ‘hop on’ mechanism will allow organisations in those countries, which tend to have weaker research bases, to join existing consortia without a lengthy application process.

@Gabriela Não sei se esta "provision" é uma disposição ou uma dotação provisional e este texto ainda me deixou mais confusa: Today’s deal confirms new measures, such as advance checking of grant applications and advising institutions on how to improve them, and a “hop-on” provision whereby winning research consortia can secure additional funding if poorer institutions join them at a later date.

Acordos ou contratos com cláusulas de adesão permitem a adesão de novas partes contratantes - e é exatamente isso que o texto descreve, pelo que entendi.
