Sim, em inglês usa-se esta saudação na abertura de uma carta formal, mas soa estranho em português. Veja o comentário de GenJen54 em http://forum.wordreference.com/showthread.php?t=179497, talvez ajude.

Creio ser isto aí.
Greeting é a saudação inicial. O termo a ser utilizado irá depender do nível de relacionamento ( Dear.....- Dear Sir or Madam.... - To Whom It May Concern, etc....). Em português poderia ser, dependendo do grau hierárquico = Exmo Sr - Ilmo sr - Prezado Sr - etc.....

A frase aparece no início, por isso a minha dúvida porque normalmente nas cartas formais não fazemos outra saudação além do Exmo./Exma., ou fazemos?
