This tax would serve distributional rather than benefit-tax purposes.
This would strengthen the property tax as a local ‘benefit tax’ and would also allow the lowest possible rate levels.

Meni to počinje sličiti ko na neku "rentu", jer renta je uživanje, da nema kakv rentni porez? Vlasnici vikendica uživaju ono što općina gradi, plaže, rasvjetu, beton, asfalt, a općina uživa što ubire tu rentu. Uživancija svima, samo ne Vama:)

How to translate it is not obvious.
One example would be a small tourist village on the coast. Houses near beaches, or the local bus station, or the local port, would have to pay a higher property tax because they "benefit" from a better location than properties at he edge of the village, far away from the beaches.
"Porez na pogodnosti/prednosti" or "oporezivanje pogodnosti/prednosti" is what it is, but it doesn't sound right (just too unusual). Right now, haven't got a better option.
In economics that would be called "oporezivanje eksterne dobiti" but it's no good as general-purpose translation.

Purely from the grammatical construction, one can conclude that "benefit-tax" is a tax on some kind of benefit, from the rest of the text you could imply what kind of benefit it is.
Just one example: there used to be a tax on the width of the font shop window. That would be a "benefit-tax", as having a wider front shop window is a “benefit” (i.e. an advantage) for the shop-keeper, as he his getting better exposure of his trade to potential clients.

This citation is about two taxes, one that would serve a "distributional" purpose ("preraspodele") as any tax is also a form of "redistribution" (by taxing some taxpayers (people or businesses) in a different ways from other, the tax system is in effect transferring money between taxpayers ) – income tax usually works in this fashion, the tax rate usually being progressive.

The other tax, the “property tax” is here meant to be a "benefit-tax" i.e. it’s supposed to make the home-owners ONLY pay for some advantage related to their property. For example, make them pay more if their property is deserved by better roads, or nearer to a railway station, or near a shopping centre etc.

izvorni porezni prihod


Ovo je prijedlog prijevoda smisla, a ne izraza. Za razliku od Daryo mislim da ovo nije porez na neki dodatni benefit,nego da od toga poreza ima benefit onaj ko ga razrezuje i naplaćuje.
U prvoj rečenici bi to značilo da taj porez nema redistribucijsku namjenu nego namjenu izvornog poreznog prihoda (onog ko ga naplaćuje), dakle sredstva tog poreza ne raspodjeljuju se u razne budžetske svrhe nego ostaju onome ko ga je uveo i naplatio.io, npr. lokalna zajednica.
U drugoj rečenici bi značilo da bi nešto ojačalo funkciju poreza na imovinu kao lokalnog "izvornog poreznog prihoda", koji dakle sav ili dijelom ostaje lokalnoj zajednici gdje se imovina nalazi pretpostavljam.
Ovo je pod uvjetom da su vaši primjeri rečenica nepovezani, tj. da se ne odnose na isti porez. Ako se odnose na isti porez, onda ovo moje nema logike.

Hvala!Sve mi taj benefit nejasniji što više primjera,al mislim da možda zato što se s jedne strane o benefitu govori od strane poreznih obveznika, koji uživaju pogodnosti lokacije, a s druge od lokalnih vlasti koje uživaju pogodnost naplate :)

porezna olakšica

A tax benefit is an allowable deduction on a tax return intended to reduce a taxpayer's burden while typically supporting certain types of commercial activity.
Iako je porezna olakšica na engleski tax deduction, po definiciji smatram da je i ovo deduction i kao takvog ga je najbolje prevesti kao poreznu olakšicu. Ako vam se to ne sviđa, možda porezna naknada, isplata, povlastica, porezna korist ili porezni odbitak.

porezi na naknade na plaću

Smatram da se ovdje radi o porezu na naknade koje idu uz plaću, recimo dnevnice, naknade za bolovanje, naknade za dječju zaštitu, topli obrok, itd itd, jer se recimo u Hrvatskoj većina tih naknada ne oporezuje, ali u nekim zemljama da.
