I assume this is some flag awarding ceremony but I'm sure there is an appropriate term.

Since "церемонии вручения командованию новых подразделений боевых знамен" is not much of a term either, I would just give a descriptive translation.
For instance:
On Tuesday 10th, state media reported that new military units had been created within the Ministry of Defense and showed (footage from) a ceremony during which banners were presented to (the commanders of) the newly formed units.

Discussion
It was then handed down the chain of command, from Brig. Gen. Ivan Neal Black, commanding general of the 364th Expeditionary Sustainment Command, to Col. Howard C.W. Geck, group commander of the 652nd Regional Support Group. Geck then gave it to Lt. Col. Tuan A. Truong, the 411th Ordnance Battalion’s new commander.
