An influenza (flu)
pandemic is currently being predicted by experts at the World Health Organization.
This leaflet describes pandemic flu, the risk of it occurring in this country, what makes it different from the
‘ordinary’ flu we get every winter, and what the UK is doing to prepare for a possible flu pandemic.
WHAT IS PANDEMIC FLU?
Pandemic flu is a type of influenza
that occurs every few decades and
which spreads rapidly to affect most
countries and regions around the
world. The symptoms of pandemic flu
are similar to those of ‘ordinary’ flu but are usually more severe.
Some of the differences between
pandemic and ‘ordinary’ flu are listed
in the table on the following pages.
HOW DOES A FLU
PANDEMIC START?
Flu viruses are constantly changing, producing new strains. Pandemics occur when a virus develops that is so different from previously circulating
strains that few, if any, people have
any immunity to it. This allows it to spread widely and rapidly, affecting
many hundreds of thousands of people.
A new pandemic virus may emerge through the mixing of a human flu virus with an animal flu virus (usually
a bird (avian) flu virus).

century (see opposite page). Scientists predict that another pandemic will happen, possibly soon, although they cannot say when that will be.

HOW WILL A FLU PANDEMIC
DIFFER FROM AN OUTBREAK
OF ‘ORDINARY’ FLU?
It is difficult to say just how serious a
pandemic will be. It depends on how
easily the particular virus spreads, which age groups are affected most, the severity of the symptoms it produces, and how many deaths it causes.
A flu pandemic may occur in two waves several months apart, with each wave lasting about two to three months.
It is likely that pandemic flu will affect
far more people than ‘ordinary’ flu.
Around a quarter of the population may be affected by the end of the pandemic.
The vaccine against ‘ordinary’ flu will
not protect against pandemic flu.
But ‘ordinary’ flu can be serious so it is very important that everyone who is due an ‘ordinary’ flu jab has one.
WHAT WILL THIS MEAN FOR
THE UK?
Once in the UK, a flu pandemic will
spread across the country in a matter
of weeks and may cause:
• high levels of influenza
• intense pressure on health services
• disruption to many aspects of
daily life
• many deaths.
The UK government has drawn up an
Influenza Pandemic Contingency Plan
(see www.dh.gov.uk/pandemicflu).
This recognises the exceptional demands that are likely to be placed
on the National Health Service.
HOW LIKELY AM I TO CATCH
PANDEMIC FLU?
You are more likely to catch it than
‘ordinary’ flu because it will spread
rapidly and very few people will have
any immunity to it.
Everyone will be at risk. Some groups
of people may be more at risk than
others, but every pandemic is different. Until the virus starts
spreading it is very difficult to predict
who these groups might be.
With ‘ordinary’ flu those groups of
people more likely to become
seriously ill include:
• the very young
• people aged 65 and over
• people with existing medical conditions such as lung diseases,
diabetes, cancer, kidney or heart
problems
• people who are immunosuppressed
because of certain treatments, or
illnesses such as HIV/AIDS.
These may be different in a pandemic.

WON’T THERE BE A VACCINE
TO PREVENT PANDEMIC FLU?
Vaccines have to be made specifically
for the particular flu virus causing an
epidemic or pandemic. The vaccines
take several months to produce. Steps will be taken to produce a vaccine to protect against a new pandemic strain of flu as quickly as possible, but a vaccine is unlikely to be available for the first wave of illness.

effective in treating pandemic flu.
Stockpiles of these are being built up.

Antivirals
Antiviral drugs can be used to treat
pandemic flu but their use has several limitations.
• To be effective, they have to be given within 48 hours of the symptoms starting.
• Treatment with antivirals should
help reduce the symptoms of flu and
the length of illness, but will not
stop a person passing the infection
on to others.
• It is difficult to identify in advance
those groups of people who will
develop more serious illness and who
need them most.
• It is not possible to know the
effectiveness of these drugs until
the virus is circulating.
• It is possible that the pandemic flu
virus may develop resistance to the
antiviral drugs over time.
• We are already building a stockpile of antiviral drugs in the UK.
• How many people we can treat will
depend on when a flu pandemic
occurs and how far the stockpile has
been built up.
IF IT ARRIVES IN THE UK,
HOW CAN I PROTECT MYSELF
AND MY FAMILY AGAINST
CATCHING IT?
The virus is spread through the air when people cough or sneeze. There are some basic measures that you can take to reduce the risk of infection. Face masks will have little place in preventing the spread of the virus but you can:
• cover your mouth and nose when
coughing or sneezing, using a tissue
whenever possible
• dispose of dirty tissues promptly and carefully – bag and bin them
• avoid non-essential travel and large
crowds of people whenever possible
• maintain good hygiene – washing
hands frequently in soap and water
protects against picking the virus up
from surfaces and passing it on
• clean hard surfaces (e.g. kitchen
worktops, door handles) frequently,
using a normal cleaning product
• make sure your children follow this
advice.
HOW WILL I KNOW IF
PANDEMIC FLU HAS
REACHED THE UK?
The World Health Organization has
an international system in place to
watch out for pandemic flu. The UK
government has an Influenza Pandemic Contingency Plan which will
be put into action. It includes work to
be undertaken now to improve our
preparedness. If it looks as if a
pandemic is going to reach the UK,
the government will issue warnings
and advise on the best course of
action that people can take.

CUM ÎNCEPE O PANDEMIE DE GRIPĂ?

CUM DIFERĂ O PANDEMIE DE GRIPĂ DE O IZBUCNIRE A UNEI EPIDEMII GRIPALE „OBIŞNUITE”?
Este dificil de spus cât de gravă poate fi o pandemie gripală. Acest lucru depinde de uşurinţa cu care se răspândeşte virusul gripal, de grupurile de vârstă care sunt cel mai mult afectate, de gravitatea simptomelor pe care le produce şi de numărul deceselor survenite.
O pandemie de gripă poate apărea în două valuri aflate la câteva luni distanţă unul de altul, durata fiecăruia dintre ele fiind de două – trei luni.

CÂT DE PROBABIL ESTE SĂ CONTRACTEZ GRIPĂ ÎN TIMPUL ACESTEI PANDEMII?
Contractarea acestui tip de gripă are loc mult mai lesne decât contractarea unei gripe „obişnuite”, datorită răspândirii rapide şi a faptului că puţine persoane au imunitate la ea.
Toată populaţia se află în stare de risc. Unele grupuri de persoane vor fi mult mai expuse decât altele, dar fiecare pandemie gripală are particularităţile ei. Până când virusul nu începe să se răspândească este foarte dificil de prezis care vor fi aceste grupuri de risc.
În cazul gripei „obişnuite”, persoanele la care probabilitatea unei îmbolnăviri grave este mai mare sunt:
•copiii
•persoanele peste 65 de ani
•persoanele cu probleme de sănătate deja existente, cum ar fi boli de plămâni, diabet, cancer, probleme cardiace sau la rinichi

Procesul de pregătire şi cercetare în vederea eliberării unui astfel de vaccin a început deja, lucru care va grăbi apariţia lui pe piaţă cât mai repede cu putinţă.
NU EXISTĂ NICI UN MEDICAMENT CARE SĂ TRATEZE O ASTFEL DE GRIPĂ?
Există medicamentele antivirale, care au un anumit grad de eficienţă în pandemiile de gripă. Stocarea lor în număr mare a început deja. Vor fi folosite în cel mai eficient mod pentru a se trata în special persoanele cele mai vulnerabile şi cu riscuri de îmbolnăviri grave.
Medicamentele antivirale
Medicamentele antivirale pot fi folosite în tratarea gripei pandemice, dar numai în anumite condiţii.
•Pentru a fi eficiente, trebuie administrate în decurs de 48 de ore de la apariţia simptomelor.
•Tratamentul cu medicamente antivirale poate reduce simptomele gripale şi durata bolii, dar nu poate opri transmiterea bolii de la o persoană la alta.
•Grupurile de persoane cu vulnerabilitate crescută, care au cea mai mare nevoie de vaccin, sunt greu de identificat înainte de izbucnirea bolii.
•Nu se cunoaşte eficienţa acestor medicamente înainte de apariţia virusului.
•Este posibil ca, în timp, virusul gripal care provoacă pandemia să dezvolte rezistenţă la medicamentele antivirale.
•În Marea Britanie, deja încercăm să stocăm cât mai multe medicamente antivirale.
•Numărul persoanelor care vor fi tratate cu aceste medicamente va depinde de momentul apariţiei gripei şi de numărul de medicamente aflate în stoc.
DACĂ PANDEMIA DE GRIPĂ SE RĂSPÂNDEŞTE ŞI ÎN MAREA BRITANIE, CUM NE PUTEM PROTEJA, EU ŞI FAMILIA MEA, CA SĂ NU NE INFECTĂM?
Virusul se răspândeşte prin aer când se strănută sau tuşeşte. Există nişte măsuri elementare pe care le puteţi lua pentru a reduce riscul infectării. Măştile faciale ocupă un loc relativ redus în prevenirea răspândirii virusului, dar:
•ori de câte ori este posibil, acoperiţi-vă gura şi nasul când tuşiţi sau strănutaţi, folosind un şerveţel
•aruncaţi şerveţelele folosite imediat după ce le folosiţi; izolaţi-le cu atenţie în pungi de plastic apoi aruncaţi-le la gunoi
•ori de cîte ori este posibil, evitaţi deplasările inutile şi mulţimile mari de oameni
•menţineţi o igienă strictă – spălarea frecventă pe mâini cu apă şi săpun protejează împotriva contractării virusului de pe diverse suprafeţe şi a transmiterii lui
•curăţaţi în mod regulat diversele suprafeţe cu care intraţi des în contact (de ex: suprafeţele de lucru din bucătărie, mânerele uşilor, etc.)
•asiguraţi-vă că şi copiii dumneavoastră urmează aceleaşi reguli de igienă.
DE UNDE VOI ŞTI CĂ PANDEMIA DE GRIPĂ A AJUNS ÎN MAREA BRITANIE?
Organizaţia Mondială a Sănătăţii (The World Health Organization) a instaurat un sistem de urmărire a oricăror semne care ar putea duce la apariţia unei pandemii de gripă. Guvernul britanic a lansat un Plan de Contingenţă Pandemică, incluzând diverse activităţi de pregătire, care va intra în acţiune la momentul potrivit. What is immunisation?
Immunisation is a way of protecting against serious diseases. Once we have been immunised, our bodies are more able to fight those diseases if we come into contact with them.
Why do we need immunisation?
Our bodies have a natural defence system against disease. This is called the immune system. The immune system produces substances called antibodies which usually fight off infection and prevent disease. However, there are some diseases that can kill children or cause lasting damage to their health. Immunisations are given to strengthen your child’s immune system to fight off those diseases if they come into contact with them.
Immunisation is the safest and most effective way of protecting your baby against serious diseases.
When should my baby be immunised?
Your baby should have their first immunisations at two months old. They will be given further doses of these immunisations when they are three months old and four months old. Other immunisations are given at around 13 months old, then between three and five years of age (before your child starts school), and in their teenage years (see the table on the back of this leaflet).
How will I know when my baby’s immunisations are due?
Your doctor’s surgery or clinic will send you an appointment for you to bring your baby for immunisation. Most surgeries and health centres run special immunisation or baby clinics. If you can’t get to the clinic, contact the surgery to make another appointment. All childhood immunisations are free. It is important that your baby has their immunisations at the right age. This will help keep the risk of your baby catching these diseases as low as possible. Also, the ages when vaccines are given have been chosen to keep any risk of reactions as low as possible.
What happens at the appointment?
The doctor or nurse will explain the immunisation process to you, and answer any questions you have. The vaccine will be given by injection into your baby’s thigh or upper arm.
Common questions about immunisation
How does immunisation work?
Vaccines contain a small part of the bacterium or virus that causes a disease, or tiny amounts of the chemicals that the bacterium produces. Vaccines work by causing the body’s immune system to make antibodies (substances that fight off infection and disease). If your child comes into contact with the infection, the antibodies will recognise it and be ready to protect him or her.
Because vaccines have been used so successfully in the UK, diseases such as polio and diphtheria have effectively disappeared from this country.
If these diseases have effectively disappeared in this country, why do we need to immunise against them?
Around the world, more than 14 million people a year die from infectious diseases. More than half of these are children under the age of five. Most of these deaths could be prevented by immunisation.
In the UK, these diseases are kept at bay by the high immunisation rates.
As more people travel abroad, there is a risk that they will bring these diseases back into the UK. The diseases may spread to people who haven’t been immunised and so your baby is at greater risk if he or she has not been immunised.
Immunisation doesn’t just protect your child, it also helps to protect your family and the whole community, especially those children who, for medical reasons, can’t be immunised.
Remember, it’s never too late to have your child immunised.
Even if your child has missed an immunisation and is older than the recommended ages, talk to your doctor, practice nurse or health visitor to arrange for them to be immunised.

Ce reprezintă imunizarea?
Este un mod de a ne proteja împotriva unor boli grave. Odată imunizat, organismul nostru este mai puternic în lupta împotriva acelor boli, când intră în contact cu ele.
De ce avem nevoie de imunizare?
Organismul nostru posedă un sistem natural de apărare împotriva bolilor, care se numeşte sistemul imunitar. Acesta produce o serie de substanţe numite anticorpi, care luptă împotriva bolilor şi infecţiilor. Totuşi, există câteva boli care pot duce la moartea copiilor, sau la crearea de sechele pe toată viaţa. Vaccinurile se administrează tocmai ca să întărească sistemul imunitar al copiilor în lupta împotriva bolilor.
Imunizarea este cel mai sigur şi eficace mod de a vă proteja copilul împotriva unor afecţiuni severe.
Când i se va administra copilului meu vaccinul?
Prima imunizare a copilului dumneavoastră trebuie sǎ aibǎ loc la vârsta de două luni. Apoi, la vârsta de trei şi patru luni, vor avea loc repetări ale dozei. În jurul vârstei de un an şi o lună, între trei şi cinci ani (înainte de începerea şcolii) şi în perioada adolescenţei, se vor administra şi alte vaccinuri (vezi tabelul de pe spatele broşurii).
Cum voi afla că a venit vremea unei noi imunizări?
Policlinica sau cabinetul medical de care aparţineţi vă vor programa automat copilul pentru o şedinţă de imunizare. Majoritatea policlinicilor şi centrelor de sănătate deţin cabinete de imunizare, ori cabinete pediatrice. Dacă nu puteţi onora programarea, contactaţi medicul de familie ca să v-o reînnoiască. Toate imunizările la copii sunt gratuite. Este însă important ca micuţului dumneavoastră să i se administreze imunizarea la vârsta potrivită. Aceasta va face ca riscul contractării de boli să fie minim. De asemenea, vârstele administrării vaccinurilor au fost stabilite în aşa fel încât riscul de reacţii adverse postvaccinale să fie cât mai scăzut cu putinţă.
Cum se va desfăşura programarea?
Doctorul sau asistenta vă vor explica procedura de imunizare şi vă vor răspunde la eventualele întrebări. Vaccinul va fi administrat printr-o injecţie în coapsă sau în partea superioară a braţului.

Cum acţionează vaccinul?
Vaccinurile conţin fragmente mici de bacterii sau viruşi care provoacă boala respectivă, sau cantităţi infime de produse chimice bacteriene. Vaccinurile acţionează prin stimularea sistemului imunitar şi producerea de anticorpi (substanţe din organismul uman care luptă împotriva infecţiilor şi a bolilor). Dacă vreodată copilul dumneavoastră va intra în contact cu afecţiunea pentru care a fost vaccinat, anticorpii o vor recunoaşte şi vor fi gata să intervină împotriva ei.
Deoarece în Marea Britanie vaccinurile se dovedesc atât de eficiente, afecţiuni precum poliomielita şi difteria au dispărut din această ţară.
Dacă aceste boli au dispărut în totalitate din Marea Britanie, de ce mai e nevoie să ne imunizăm împotriva lor?
În lume, în jur de 14 milioane de oameni mor în fiecare an din cauza bolilor infecţioase. Mai bine de o jumătate din ei sunt copii sub vârsta de cinci ani. Majoritatea acestor decesuri pot fi prevenite prin imunizare.

Foreword by Michel Barnier
The purpose of this report, the result of work undertaken over the past three years, is to set out the European Commission's vision for the future of Europe's policy to reduce disparities and to promote greater economic, social and territorial cohesion.
Its preparation has not just been a technical exercise. On the contrary, it has involved extensive consultations at European, national, regional and local level in an effort to ensure that this new vision responds to needs and to the legitimate expectations of Europe's citizens.
In the course of these consultations, I have been asked many searching questions on the impact - the "added value" - of the interventions of the European Union in this field. For example, has cohesion policy succeeded in reducing the economic, social and territorial inequalities in standards of living and levels of opportunity?
The report provides a detailed response to such important questions. It confirms that Europe's added value has been significant at many levels, in terms of the rapid reduction of the gaps in incomes between rich and poor, the creation of many new opportunities often in innovative activities and the creation of the networks linking regions, businesses and people across the continent.
The report also confirms that an equally important contribution has been made to the way that we in Europe tackle our economic problems. European cohesion policy has been the catalyst for new forms of partnership involving the regional and local authorities, national governments and the Union, working both within and across national borders, planning and implementing common development strategies.
All of this essential work will be far from over when the current generation of programmes comes to an end in 2006. The future holds many challenges as a result of the major increase in the Union's social and economic disparities following enlargement, a likely acceleration in the pace of economic change as a result of greater competition due to globalisation, the effect of the new technologies revolution and the development of the knowledge economy. To these global economic changes are added those of an ageing population and the effects of migration from outside the Union into its cities and towns. In addition, the Heads of State and of Government of the Union, meeting in Lisbon in March 2000, set out an ambitious target of making Europe the most successful and competitive knowledge based economy in the world.
In order to respond to these economic and political challenges, the Commission proposes a new cohesion policy for the period 2007-2013, one that allows all of the Member States and all of the regions to act as partners for growth that is sustainable, and for greater competitiveness. Efforts in the future must be concentrated, as now, on helping the poorest parts of the Union to catch up, especially in the new Member States. But the Commission also proposes that the serious difficulties facing other parts of the Union should be addressed, for example, those that result from economic change, urban decline or permanent natural handicaps.
The new generation of cohesion policies should be implemented through a more simplified and decentralised management system. Only by bringing all on board, and by mobilising the talents and resources of all its regions and citizens can Europe succeed. It is this that is the aim of the proposed New Partnership for Cohesion.

Scopul acestui raport, rezultat al activităţii întreprinse pe parsursul ultimilor trei ani, este să precizeze viziunea Comisiei Europene asupra viitoarei politici europene de a reduce diferenţele şi de a promova o mai mare coeziune economică, socială şi teritorială.
Pregǎtirea acestei coeziuni nu a reprezentat numai un exerciţiu tehnic. Dimpotrivă, a antrenat consfătuiri îndelungate la nivel european, naţional, regional şi local, în încercarea de a garanta că noua viziune răspunde nevoilor şi aşteptărilor legitime ale cetăţenilor Europei.
Pe parcursul consfătuirilor, mi s-au pus întrebări amănunţite în legătură cu impactul – “valoarea adăugată”- al intervenţiilor Uniunii Europene în acest domeniu. De pildă, a reuşit politica de coeziune să reducă inegalităţile economice, sociale şi teritoriale în ceea ce priveşte modul de viaţă şi crearea de posibilităţi?
Raportul furnizează raspunsuri detaliate la astfel de întrebări importante. Este o confirmare a faptului că, în Europa, valoarea adăugată este semnificativă pe mai multe planuri: reducerea rapidă a decalajelor salariale dintre bogaţi şi săraci; crearea mai multor posibilităţi noi, adesea în domeniuri novatoare; găsirea unor punţi de legatură între regiuni, companii şi întreprinzatori de pe continent.
De asemeni, raportul confirmă faptul că o contribuţie la fel de importantă s-a făcut în felul în care noi, în Europa, abordăm problemele economice. Politica de coeziune europeană este catalistul unor noi forme de parteneriat la care participă autorităţile locale şi regionale, guvernele naţionale şi Uniunea, colaborând în interiorul şi în afara graniţelor, planificând şi implementând strategii de dezvoltare comune.
Toată această activitate de importanţă fundamentală va fi încă în curs de derulare în 2006, an in care seria actuală de programe se va finaliza. Viitorul ascunde multe necunoscute, ca urmare a cîtorva factori: diferenţele majore de ordin social şi economic, ulterioare extinderii; foarte probabilele accelerări de ritm în schimbările economice, rezultate ale competiţiei crescute din cauza globalizării; noua revoluţie tehnologică şi dezvoltarea unei economii bazate pe cunoaştere. La aceste schimbări economice globale, se adaugă cele de populaţie aflată în curs de îmbătrânire şi efectele migraţiei din afara Uniunii Europene spre interiorul ei. În plus, la întalnirea de la Lisabona din 2000, şefii de state şi guverne din Uniune au pus bazele unui plan ambiţios, acela de a transforma economia Europei în cea mai reusita şi competitivă economie din lume, bazată pe cunoaştere.
Pentru a răspunde la aceste schimbări de ordin politic şi economic, Comisia propune o nouă politică de coeziune pentru perioada 2006-2013, care să permită statelor membre şi tuturor regiunilor să funcţioneze ca parteneri de dezvoltare continuă şi pentru crearea unei concurenţe mai strânse. La fel ca şi acum, în viitor, eforturile trebuie concentrate pe ajutarea celor mai sărace zone din Uniune, în special a noilor state membre, în aşa fe încât acestea să le ajungă pe celelalte din urmă. Comisia propane, de asemeni, atacarea dificultăţile serioase întâmpinate şi de celelalte ţări din Uniune, ca de exemplu dificultăţile cauzate de schimbările economice, declinul urban sau obstacolele naturale.
Ultima serie de viziuni de coeziune trebuie implementată prin intermediul unui sistem managerial mai simplu şi descentralizat. Europa va reuşi numai dacă toate resurselor existente în regiuni vor fi mobilizate, şi vor fi puse la un loc aptitudinile tuturor cetăţenilor. Acesta este scopul Noului parteneriat pentru coeziune propus.
