If 公務上的侵佔罪 is "embezzlement" then what is 公務上的侵佔使用罪? Or is it the other way around? Thanks.

Either embezzlement or misappropriation refers to 公務上的侵佔使用罪. Other similar terms include fraud, cheating, encroachment, though more or less different in level.

agree chica nueva : officials diverting moneys to croneys, pet projects? IMO embezzlement, misappropriation, more formally, peculation, defalcation 基本上都对, (necessary to be accurate because of risk of being sued for defamation?!) - depends on level? quite right!

FYI 公務上的 and defalcation

'defalcation' often seems to refer to lawyers and lawyers trust funds (funds held in trust for often private individuals and companies eg for property (= real estate) purchases)
may not apply to public moneys?

some of these other terms may not apply so much to public moneys either.

'misappropriation' might be best?

defalcate = to steal or misuse funds entrusted to one's care; embezzle (Collins Concise English Dictionary)
-> it might (perhaps mostly) refer to those special people such as lawyers with a 'fiduciary duty of care' towards their clients, and permitted by law to operate trust accounts??

'embezzle' seems to be used mainly for companies? for managers, where they are entitled to act as agents of the company?

'fraud' 'defraud' often seems to be used in connection with dishonest accounts clerks in companies, ie people at clerical level.

there is another legal term 'conversion'...转用? which seems a bit like misappropriation. it means stealing really.
