We don't have anything like that in the United Staes. They have something similar in Poland and Canada, I think.

Yes, attrition is a problem, usually of L1. You could lose proficiency in another language, too—one that you don't know too well, but I think generally knowing a language is like riding a bike—you shake off the dust and go. Constantly working with the language you want to improve or keep up with is very important, though.
