Localization is adapting software to a particular language. When a software that is written that has all of its menu entries, dialog boxes, messages, etc. in English needs to be sold in Japan, you would localize it for Japan, using Japanese menu entries, etc.
There is also internationalization, which prepares software for localization. Most software has the text that users will see actually written into the code. This is a problem, because you can't easily substitute text in another language. Unless the software was written with foreign markets in mind, software has to be prepare by removing the text from the code and placing them into one or more external files. You also have to look at any pictures, such as icons, to make sure they are not offensive in any country that the software will be sold in.
Localization is usually a big project that involves technical writers, software engineers, testers and translators. The testers should be able to read and understand the target language.
