This is probably slightly different in Windows, but on a Mac you need to select Edit-Preferences, then click on the Language/Fonts tab. You should then see a pop-up menu labelled \"Default Character Set\". Change this to \"Japanese (auto-detect)\".

I found an answer to my own question.

The culprit seems to be IE5.
I changed my browser to opera, and now the settings stay changed to S-JIS.
