Should a UK agency pay a French freelance translator VAT?

Hi,
I am working for a new translation agency and we recently sent a proofreading job to a French freelance translator. The translator has sent us an invoice but is also asking us to pay a VAT of 19.6%. I have not seen this before. Is this usual? If so, we would, of course, include it. What is the French system for this?

Send the translator your VAT number and tell him or her to write a new invoice using the reverse-charge system and then report, pay, and receive the refund for UK VAT.
