3.3.1.2. Surface Preparation. Prior to beginning the treatment, the base metal shall be thoroughly cleaned such that after flushing, the surface shall show complete wetting. Abrasive cleaning utensils, such as steel wool, ferrous oxide or ferrous oxide wire / steel wire scouring pads may not be used because their particles may become caught in the metal, accelerating the corrosion of aluminum and aluminum alloys.
3.3.1.3. Application. The chemical conversion materials shall be applied using a brush or by dipping, after all the thermal treatments and mechanical processing have been completed. Assemblies that contain parts that are not made of aluminum and that may be attacked or damaged in the course of conversion treatment shall be treated only after adequate masking.
3.3.1.4. Rework. Unless required otherwise, rework of areas that suffered mechanical damage resulting in coating peeling is permissible. In The coating shall be repaired locally using the materials specified in 3.3.2.3. The repaired area shall not exceed 5% of the total surface area of the product. If the repaired area is larger than 5%, specific authorization from the Engineering Dept. must be obtained prior to repair.
3.3.1.5. Coating Appearance. After conversion treatment, coating appearance shall be as homogenous as possible. The coating shall be continuous and free of dust or loose particles from exposed areas, free of scratches or any other defect that might affect the serviceability of the part or the protective qualities and adhesiveness of the paint.
Note: In the processing of other alloys using the same chemical conversion material, the color may be different for different types of alloys, for aluminum castings and reinforced alloys.

3.3.1.2. Prepararea suprafeţei de tratare. Înainte de efectuarea tratamentului, metalul de bază va fi curăţat astfel incât după clătire, întreaga suprafaţă va fi complet umezită. Curăţirea cu materiale abrazive de curăţare, ca de pildă vată de oţel, oxid de fier, sau sârma din oxid de fier/ sârmă de oţel nu este permisă, deoarece particule din aceste produse pot fi incorporate în metal, accelerând coroziunea aluminiului şi a aliajelor de aluminiu.
3.3.1.3. Aplicarea. Materialele de conversie chimică vor fi aplicate cu peria sau prin imersiune, după efectuarea tuturor tratamentelor termice şi prelucrărilor mecanice. Ansambluri care conţin piese care nu sunt din aluminiu şi care pot fi atacate sau avariate în cursul procesului de conversie, vor fi supuse tratamentului numai după mascare adecvată.
3.3.1.4. Retuşare. In lipsa unor cerinţe specifice, se permite retuşarea anumitor porţiuni care au suferit deteriorări mecanice provocând desprinderea stratului de acoperire. Retuşarea se ve efectua local utilizând materialele indicate în par. 3.3.2.3. Porţiunea retuşată nu va depăşi 5% din suprafaţa totală a produsului. Pentru retuşarea unei porţiuni mai mari de 5%, se va obţine avizul serviciului tehnic înainte de executarea retuşului.
3.3.1.5. Aspectul stratului de acoperire. In urma tratamentului de conversie, aspectul stratului de acoperire va fi cât mai omogen cu putinţă. Stratul de acoperire va fi continuu şi fără nici un fel de incluziuni sau sufluri, fără zgârieturi sau orice alte defecte care ar putea afecta valoarea de utilizare a piesei sau calităţile de protecţie şi de aderenţă ale vopselei.
Note: In prelucrarea altor aliaje şi utilizând acelaşi material de conversie chimică, culoarea poate să varieze în funcţie de diferitele tipuri de aliaje, piese turnate din aluminiu sau aliaje tratate termic.

ARTICLE 10: Assistance with local regulations

10.1 The Contractor may request the assistance of the Contracting Authority in obtaining copies of laws, regulations and information on local customs, orders or bye-laws of the country where the works are located which may affect the Contractor in the execution of his obligations under the contract. The Contracting Authority may provide the assistance requested to the Contractor at the Contractor's cost.

10.2 If necessary, the Contractor shall duly notify the Contracting Authority of details of the works so that the Contracting Authority can obtain the requisite permits or import licences.

10.3 If necessary, the Contracting Authority will undertake to obtain, in accordance with the Special Conditions, the requisite permits or import licences within a reasonable period, taking account of the implementation dates for the contract.

10.4 Subject to the provisions of the laws and regulations on foreign labour of the states in which the supplies are to be delivered, the Contracting Authority shall make every effort to help the Contractor obtain all the visas and permits required for the personnel whose services the Contractor and the Contracting Authority consider necessary and residence permits for their families.

10.5 The Contractor shall respect internationally agreed core labour standards, e.g. the ILO core labour standards, conventions on freedom of association and collective bargaining, elimination of forced and compulsory labour, elimination of discrimination in respect of employment and occupation, and the abolition of child labour


OBLIGATIONS OF THE CONTRACTOR


ARTICLE 11: General Obligations

11.1 The Contractor shall, with due care and diligence, and in accordance with the provisions of the contract, design the works to the extent stated in the contract, and execute, complete and remedy any defects in the works. The Contractor shall provide all superintendence, personnel, materials, plant, equipment and all other items, whether of a temporary or permanent nature, required for the design, execution and completion of works, and for remedying any defects, in so far as is specified in, or can be reasonably inferred from, the contract.

Articolul 10: Asistenţa în problemele referitoare la reglementările locale

10.1 Contractantul poate solicita Autorităţii Contractante asistenţă în obţinerea articolelor de lege, a reglementărilor şi informaţiilor referitoare la prescripţiilor locale, la ordonanţele şi prevederile legale aplicabile în ţara în care se desfăşoară lucrările, şi care ar putea avea un impact asupra Contractantului în îndeplinirea obligaţiilor sale asumate prin contract. Autoritatea Contractanta poate acorda asistenţa solicitată de către Contractant pe cheltuiala acestuia din urmă.

10.2 Dacă este cazul, Contractantul va informa Autoritatea Contractantă potrivit reglementărilor, în legătură cu detaliile de execuţie a lucrărilor, pentru a-i da acesteia posibilitatea de a obţine autorizaţiile sau licenţele de import necesare.

10.3 Dacă este cazul, potrivit Condiţiilor Speciale, Autoritatea Contractantă se va angaja în obţinerea autorizaţiilor sau a licenţelor de import necesare, în timp util, ţinând cont de termenele de implementare a proiectului.

10.4 Potrivit prevederilor legislative şi reglementărilor referitoare la forţa de lucru străină în ţările în care urmează să fie livrate materialele, Autoritatea Contractantă va face toate eforturile pentru obţinerea vizilor şi permiselor de lucru necesare personalului ale cărui servicii sunt considerate necesare de către Contractant şi de către Autoritatea Contractantă, precum şi a permiselor de rezidenţă pentru familiile acestora.

10.5 Contractantul va respecta corpul fundamental de norme referitoare la forţa de muncă, stabilite pe plan internaţional, cum ar fi de pildă standardele ILO, convenţiile referitoare la libertatea de asociere şi la negocierile colective, la eliminarea muncii forţate şi obligatorii, la eliminarea discrepanţelor care se manifestă în relaţiile de angajare şi ocupare, precum şi la abolirea muncii prestate de către copii.

11.1 Contractantul va proiecta lucrările cu atenţie şi grijă şi în limitele stabilite prin contract, şi va executa, finaliza şi remedia toate defectele identificate la nivelul acestora. Contractantul are obligaţia de a supraveghea lucrările, de a asigura forţa de muncă, materialele, instalaţiile, echipamentele şi toate celelalte obiecte, fie de natură provizorie, fie definitive, cerute de şi pentru proiectarea, executarea şi finalizarea lucrărilor, precum şi pentru remedierea defectelor identificate la nivelul acestor, în măsura în care necesitatea asigurării acestora este prevăzută în contract sau se poate deduce în mod rezonabil din contract.
