This seems like more than a chapter heading which, to me, only refers to text, but I am not sure if the term "chapter openings" or "opening of chapter" is right (the Internet is not particularly helpful on this).

chapter headpiece

If you want a technical term, this is it. A headpiece is any illustration placed at the start of a chapter or section of a book or manuscript; an illustration at the end is called a tailpiece. It can be just a little ornament, or a full-scale picture.
