This is at the top of a birth certificate, and initially, I thought it was an abbreviation for the City or the Commissioner, but I can't find any other names on the birth certificate that would indicate that. Has anyone seen this? The birth certificate is from Durango in Mexico.

Yes, recent birth certificate. Thank you all! Yes, the birth was in the early 90s, and she obtained the certificate just a couple of years ago, so it is very recent.

Robert, there is not a specific entry field for it, but it is typed right above the first box for data entry. It seems a little random, and this is not my first borth certificate translation, but it's the first time I've seen that.
I don't see why it would be on there either, except that it seems like a new endeavor to coordinate data with birth records.

Where specifically is this stated on the document? Is it just written in by hand or is there a specific field for it?
My initial guess was that it stands for "cartilla nacional de vacunación", but as far as I'm aware, that document has no identification code on it, so I don't see why it would be mentioned. However, there is also a "Consejo Nacional de Vacunación" in Mexico, so perhaps they have some sort of coordination with the register of births now.

Requisitos para sacar la Cartilla de Vacunación
La Cartilla de Vacunación, nace en el año 1974, como un programa piloto para implementar el carnet único de vacunación.
Este programa fue liderado por el Consejo Estatal de Salud, con el apoyo de expertos nacionales e internacionales en el área de inmunizaciones….

Además que no es un requisito indispensable para proveer de los servicios que ofrece el sistema nacional de salud. Sin embargo, es obligatoria su presentación para la inscripción de los niños en edad escolar, sustituyendo al anterior certificado médico.
Para la emisión de la tarjeta a un menor de edad o recién nacido, se requiere presentar:
• La copia del acta de nacimiento
• El Certificado Único de Registro de Población o CURP del menor
• y la identificación oficial de la persona responsable del menor de edad
