The Reactor Regulation Act specifies the processes of licensing and safety regulation in the construction and operation of nuclear facilities, including requirements for an establishment licence, approval of design and construction methods, pre-service inspection, facility periodic inspection, approval of an operational safety programme, operational safety inspection and decommissioning.



I also need help to understand the meaning of "operational safety inspection". Do these two terms mean that something is in effect or operation such as the following sentence?

"licensing and safety regulation in the construction and operation of nuclear facilities"

so, the facilities are built and them go into operation or start working/functioning. So there have to be safety inspections to check all precautions are operational/running/working and all procedures are operational=in operation/being effected or carried out
