During the anti-recycling period of starting-up the compressor, each time interval for re-starting the compressor is recommended to follow the above illustration.

The compressor is probably equipped with some kind of fault detection system (over-pressure, motor overload, etc.) which will shut down the compressor if it detects such a fault.
However, such 'faults' may occur for a very short period of time while the compressor is in normal 'start-up' mode' (in which the machine is more stressed than during normal operation), and the 'anti-recycling' system will prevent these ocurrences being interpreted as 'faults requiring shut-down' during this start-up period (i.e. will over-ride the fault detector). Without such as system the compressor would probably never start properly at all....
The 'anti-recycling period' will be the period of time during which this 'fault override' system is active.

With his note (below) I think asker has answered his own question ... The compressor must not (instruction to human operator) or cannot (built-in protection device) be restarted more than X times per hour.
But it's *very different* to my answer ... since according to asker it's a simple 'restarts/hour' limit, unrelated to short-term pseudo-fault conditions during each start-up.

I think you are close. Now, I think it is a period when it is prohibited to start up the compressor. The paragraph title is "Compressor restart frequency" and then The restart counts for the models of XX10 ~ XX16 are recommended below 6 times in one hour, i.e. the startup count of the motor is not allowed to be over 6 times in one hour; as to another models of XX17 ~ XX21 are recommended not to be over 4 times in one hour, and models of XX22~XX24 are recommended not to be over 3 times in one hour. |
