To perfect a title is to record or register it in the proper place so that one's ownership will be established against all others.

I could not find an equivalent term in the Legal Glossary of GOI for this. Probably the position of a perfector does not exist in the Indial legal system.

I suppose based on the function of the perfector we can coin some term. Suggested terms are these
