在决策就要表决时 I checked the original (in German and other European languages) and found out that 定调 should be 表决. The term asked shall be changed to 在决策就要表决时.

I think 定调 is that one step before voting. It means that the basic tone, or direction of a decision is determined before it is put to vote. My opinion.
中国大陆尤其有这种做法:先是领导对某件事情“定个调子”,然后才是制定政策和实施。
