我想这里的“清理”就是指有的活动该撤掉，也就是不再搞了，还有一些活动（比如评比活动和达标活动）如果内容比较相似，那么就该合在一起搞。 另外，Denyce， 我觉得用“reorganize”这个词不错。"reorganzie the activities of ”搭配起来应该还可以吧。

中文逻辑性不像西文那么强，很多时候是 its understood，当然现在越来越多的是写中文的人自己水平有限，常有词语搭配不当的情况，得要读者去揣摩。你的理解也可以说得通，但是那样就有中文词语搭配的问题，我个人觉得撤和活动搭配有点怪。你的文章应该是讲部门改革整顿，所以我觉得把它理解成撤掉某些部门，把一些部门合并重组，会比较符合整篇内容的逻辑。

@Tingting: Thanks for the explanation. I think I might have misunderstood something here then. I thought "撤" and "合" refer to the "活动".

continued.决定是否撤合，该撤就撤，即使某部门评比达标，但如环保能力差，只会搞评比，还是应该撤掉。我觉得清理这儿的意思应该是尽量少的搞这些活动，huijun的建议我觉得不错，weed out unnecessary events

reorganization makes sense, but you need to work on how to keep 活动 in the same sentence. we cannot reorganize 活动. Also, I don't think activity is the right word for 活动. IMO the thinking here is 中国的机关部门习惯通过搞评比达标表彰活动来评定部门好坏，根据你的材料，现在要改变作风，清理这样的活动，不以评比等活动决定

How about using "reorganization" for "清理"? I think "撤" and "合" are keywords here.
