FWIW The most-common use of EMPADRONAMIENTO in Chile relates to the use of number-plate recognition cameras used to detect drivers exceeding speed limits, or abusing lanes reserved for public transport. And when most folk here refer to a padron they mean their vehicle identification document ('grey card' / 'carte grise' in some EU countries).
