As the word "Sonderband" often appears in full in register extracts of this type (see this example: http://www.esska.de/esska_de/pdfdat/handelsregister.pdf), it is probably best to translate it, as "Special volume".

This confirms your understanding that this abbrevation should refer to a document (or to a chapter of the document).

Still, there are other possible meanings, depending on the context, like advisor/consultant/person of contact/person in charge of the case (Sachbearbeiter), but the first might be more plausible.
